I don't think it gets any stupider than this. The possibility you mentioned here was the very reason the arms buildup occurred in the first friggin' place. (duh) Reagan initiated the nuclear buildup...threw out all the arms treaties that had gone before. Do you think they did not entertain the possibility that the build up could force a nuclear confrontation? Orca
