Treaties between sovereign nations exist to reflect the overlapping interests of sovereign nations.

Yes, traditionally speaking they do. However, traditionally speaking, treaties apply only to those nations that sign them. The transnationalists are now trying to create a new class of world government organizations, such as the ICC, that claim jurisdiction over everybody whether you have signed the treaty or not. This is a new and novel concept in international law, which the United States is resisting as a novel infringement on its sovereignty.
