Bush-Cheney totally lied about energy in 2000. They promised to use their expertise to fix soaring prices. They "fixed" it all right. They and their friends have been rigging the market ever since, upward. They're deliberately trying to create shortages and also pretending shortages exist which really don't, and thre's less and less competition so they can collude easily around this "hands off energy" White House.
