Maybe Bush didn't but Cheney sure as hell did:

"On Aug. 26, 2002, Vice President Cheney told the VFW, “Stated simply, there is no doubt that Saddam Hussein has weapons of mass destruction. There is no doubt he is amassing them to use against our friends, against our allies and against us.”"

1 - My statement was only about Bush.

2 - Even Cheny didn't say that Iraqi weapons where going to be used to blow up American cities in the next few months. He didn't say they would be used against American cities. He didn't say they would be able to blow up cities, he didn't say they would be used in a matter of months, and he didn't even say they would be used but rather that they where being ammassed to use. That might be considered to imply that they will be used against our friends our allies our us, but it certainly doesn't imply that the Iraqi weapons where going to be used to blow up American cities in the next few months.
