I don't think it even takes a dirty bomb. The Madrid operation was accomplished without any suicides ... assuming they didn't use all their explosives in one go, they can repeat it all over Europe.

All they need is the explosive, which is very common, detenator caps and cell phones. If they get a cargo container of explosive into the US they could keep busy for months.

I think the only reason it hasn't happened is they are thinking bigger.
