1) No, they aren't a failure. There is value toward softening the blow of a burst bubble. It might just postpone the inevitable, but sometimes that's the best policy. Of course, beyond the benevolent there is also the politics behind it, and as you constantly remind us ad nauseum, Bush isn't above said politics. The real failure, of course, is the unwillingness of this administration to cut spending and keep deficits under control. I don't mind the deficit itself, but the growth in government spending is a big red mark.

2) Have you looked at the field of Democrats running for office? It's a plain old mess. They're all trying to ride the wave of "Anyone But Bush," and that has led to the mother of all coattail riders, Kerry, winning the nomination.
