Cheney was a CEO during WWII? Yes, you're definitely posting from an alternate universe. During WWII, the Petroleum Institute (I believe that's its name) was formed by oil CEO types to help with the war effort on a non-partisan neutral basis. Dick Cheney was one of those CEO's. They are supposed to provide the government with accurate oil data but this is VOLUNTARY. If you're talking about EIA reporting, it isn't voluntary. Maybe in the alternate universe.
