What public pressure on Libya occurred, besides that of the United States? Starting nearly two decades ago, two examples: May 5, 1986: Leaders of seven major industrial countries at economic summit in Tokyo cite Libya for its support of international terrorism, list a broad range of measures from which each of them could choose to act against countries supporting international terrorism. List includes inter alia arms embargoes, limits on diplomatic missions, improved extradition procedures for accused terrorists, closer cooperation among law enforcement agencies.
