Congressmen and Senators vote for and against large omnibus bills for a variety of reasons, party loyalty, scratching each others back, lesser of evils, or just not wanting to be seen as the single stick-in-the-mud. Little can be discerned about the elected official from these votes.

However, it is in the in amendments and motions during the formation of these bills where much can be learned, for these things are almost always very narrowly focused on a single aspect of an issue. It is here where we find the disturbing pattern of Kerry's stance on defense and intelligence. An occasional vote to cut some obsolete program or restructure spending is one thing, and would be even admirable. However, this is simply not the case:
