Are you saying that the Reuters policy is such that the word is OK as long as that's the word the subject of the article would have used had he been quoted rather than just reported on?

Reuter's policy is that they will not initiate the use of the word "Terrorist." They will not call someone a Terrorist. Lets look at the key parts of the articles you posted.

Doesn't need quotes around it to be initiated by someone else, does it?

That's what the plan said.

Anti-terrorist police

That is what the police group is called.

That is what the Patriot Act refers to.

You will not find usage by Reuters where they say "Terrorists killed...." It is not allowed.
