The UN does not recognize the IGC as the legitimate Government of Iraq.

Hey, you totalitarian lapdog... I didn't say that they officially did. But they are negotiating with the IGC for arranging for a UN mission to commence work in Iraq (UNAMI). They also permitted the IGC representative to address the UN (just like they permitted Arafat to address the body while still not a governmental entity years ago).

And for them to negotiate with the IGC indicates that Annan perceives the IGC as the most currently legitimate Iraqi government yet in existence.

Furthermore, their, now deceased, special envoy heartily recommended that the UN recognize the IGC as a legitimate interim government as far back as July.

In his remarks to the council, Special Envoy Vieira de Mello said that the governing council is "broadly representative of the various constituencies in Iraq" and deserves the support of the international community.

BUT MOST IMPORTANTLY, the UN HAS recognized the CPA as the ultimate authority in Iraq.

The United Nations Security Council heard its first full update report on Iraq today since it recognized the United States-run Coalition Provisional Authority (CPA), with many members applauding the new Iraqi Governing Council as a step towards the restoration of sovereignty and also stressing a prominent UN role.
