I believe that the Afghanistan pipeline was abandoned during the Clinton Administration - after one of the bombings linked to bin Laden, and the American strike at his camps in 1998. I think there were some complaints at a 1998 Unocal shareholders meeting about the Taliban's treatment of women as well. I read that Unocal mentioned both bin Laden and women as reasons they were dropping out of the project in 1998.
