The energy prices started up as Bush was being nominated and picking Cheney, then continued until the day after Jeffords switched parties. Bush-cheney used the energy gougings in many ways during the campaign. Their campaign made a lot of $$ off it too as the thieves funneled a ton of cash into the campaign and extra-curricular soft money efforts. Ed Gillespie was in charge of covering it all up.
