Well, AS's actually correct. The bill that ordered the eventual deregulation of Electric Power Markets, was signed in January 1993, by President Bush. Do you know by chance, who controlled the Congress in 1993 (I really can't remember)? How the law was to be carried out, however, was up to the Clinton Administration. Who were very "market" oriented.
