Wrong. Gray Davis first notified President Clinton there was a problem in July 2000, when he first notified the FERC that California needed help (and cc'd President Clinton). That left the Clinton Administration 6 months to do something. In early that August, Davis contacted President Clinton at least twice and in at least one case complained about gouging from Out of State Producers - during the week of the Democratic Party Convention in Los Angeles, California.

Wrong again. The old FERC was governing the FERC all of 2000 and 2001 till June. Even in June of 2001 (the "New FERC"), when hard price caps did pass, the majority of members on the FERC were still Clinton Appointees.
