I don't think it matters all that much whether Spain has troops in Iraq or not. My concern was his making too obvious a connection between the terrorist act and the removal of troops, making it look like Spain had just conceded the war on terror on behalf of the West. It's the appeasement of terrorism symbolism for the sound-bite crowd that I think is the serious consequence here.

Will Spain become a haven for Al Q. now?

What suggests to you that that might happen?
