You can't think logically, very obvious. If public opinion was running 90% against the war, before the terrorist attacks, and they voted the candidate out of office who supported the war, after the terrorist attacks, that is hardly a cave in. The exact opposite would be an example of a cave in, where public opinion was swayed by the terrorist attacks.
