tonto, when the US military was chasing the terrorists in the mountains of Afghanistan and had Osama and his men surrounded, Bush gave up because of his grand designs which called for removing Saddam and capturing the Iraqi oilfields for his enery lobby friends. The Indian army stood face to face with the Pakistani army and was ready to march into Pakistan in hot pursuit of Al Qaeda. The Indian intelligence also provided Bush information on the nuclear smuggling ring of Qadir Khan etc. But Bush wanted to ignore all that. He cautioned and warned Musharraf to pull the Pakistani troops back from the Indian border so as to reduce tensions and thereby he could move on Iraq.

That gave Osama and his men to regroup. I guess, you need to read up on newspapers from those regions to get a grasp of how Bush is approaching things in that area.
