I suspect that what Prodi is suggesting is that terrorism is a legitimate expression of political will, and that it would be prudent to give the terrorists that which is legitimately theirs. I don't agree with him, in fact, I think that what he is suggesting is obscene, but I think he is referring to movements like the IRA. There's a successful terrorism operation for you.

And there are other historical examples of terrorism being used in support of successful political movements. We have the historical example of the KKK during reconstruction, there's another successful terrorism example for you.
