If any nation were behind a terrorist attack, JK would retaliate swiftly after finding out the truth. If it were an Al Qaida cell from Pakistan he'd work with the Pakistanis to take them out. Ditto Saudi Arabia. If Saudi Arabia were to refuse to help us then JK would take stern steps to punish Saudi Arabia. of course there he'd run into our depedency on arab oil, which is why we need to get off it. Also, the Un can help in these matters. Isolating a country using sanctions has a severe effect on its economy. Saddam only survived sanctions because he was willing to let his people half-starve and had lots of help smuggling stuff in and out.

The key difference between JK and GW is that JK would work better with other nations, be less arrogant, better prepared and use diplomacy better. Also, his move to get us off Arab oil would gradually mean we cannot be held hostage by any country on earth. GW has a real conflict of interest when it comes to the Saudis.
