Like any predator, you go after the "easy prey". IMO, this would be the Italians and the Japanese. Whether this means increased attacks against their soldiers in Iraq, or bombings in the home countries, is probably a matter of opportunity. Could be wrong, but I believe both Berlusconi and Koizumi are vulnerable.
