the fault lies with Aznar.
He took his country to war with less than 10% support. It was not only foreseeable, but expected, that with so little support there would be unsurmountable pressure to withdraw at the first sign of trouble.


If you're going to take that tack, then it logically follows that the fault is Bush's for twisting the arms of all these lukewarm supporters just so he could counter the claims of unilateralism. The Coalition of the Willing was just politics. (I always loved the use of the word, willing. Is there a more tepid word than "willing"?)
