How about tax incentives for US companies that either:

(1) bring an outsourced job back to the US
(2) agree not to move more specific jobs overseas

Also - tax credits for those that are displaced by outsourcing - probably around 15K per worker - to help pay more than unemployment - to cover health insurance and other costs.

Problem right now, as he said, is that the people making the decisions - large US companies and their management - get the rewards, but bear none of the costs themselves.

These costs are passed on completely to the worker that was displaced, and US society (including the govt. - as less taxes are paid)

To me, better to try something with at least tax incentives.
