Independent investigators and one fire marshall I'm aware of who were hoping to inspect the debris at the World Trade Center said much the same thing.

FEMA prevented the normal after-incident investigations from being carried out by the Fire Department and other forensic investigators. And Mayor Giuliani signed a contract for the disposal of the steel in a very precipitous manner. At least enough to raise the eyebrow of several independent observers.
