News flash: Al Qaeda isn't exhausted. They've been energized since 9/11, and no amount of negotiation, settlement, or denial is going to "exhaust" them Exactly, which is why that treating terrorism as an act of war instead of an international crime is a losing proposition. I want to treat them like uncommon crooks. I dont' want to treat them like a legitimate political entity. TP
