Well, yes and no. The Senate and House often pass resolutions on what they want said or positions they want taken at trade conferences. But mostly, yes.

Our trade deficit has been increasing. But that's mostly because of increased imports. Americans want to buy more foreign goods. Exports were up in 2003, but not enough to offset the increase in imports. What do you suggest we do to stop Americans from buying so much foreign oil and so many foreign goods?

That's a fair point about legislation being folded into other legislation -- except that if you go to his Senate site and look at the actual bills he's introduced, it doesn't look as though that's the answer in his case. Very few of his introduced bills were folded into other bills and passed. Most of them just died in committee.

Since Bush continually says one thing and does another, people have become very jaded and ask the obvious question: why will Kerry be any better? Honestly, I cannot be sure (He cannot be worse!).

I appreciate your honesty. Though I'm not sure he can't be worse. Though I sure hope for our country's sake that, if he's elected, you're right!
