The US does not want to work with the UN. Bush has time and again ridiculed the UN. The Shiites, on the other hand, want the US out of Iraq as soon as possible and has invited the UN to help with the constitution etc. The US is very unpopular in Iraq and majority of the Iraqis view the US intentions there with suspicion. Your conclusion about Iraq is premature.
