Yes, Kerry could quit easily be worse in my view. From 2nd linked article in National Review (referring to Bush plan): "Its principal impact will be to further enrich a few wealthy Republican businessmen by protecting them from competition, while further impoverishing the poorest members of our society by making them pay more for clothing. This action is utterly unjustified, and disgraceful."

Kerry, as I recall, would likely be more desirous of giving us MORE protection than Bush ever will. That would be a big mistake for our country.
