That's obviously a joke by Nofzinger.

Of course it was. Probably no more truthful than Kerry's comments. Even if they were true, Kerry would be advised to keep them to himself. It was an irresponsible comment and it would be a dangerous precedent to personalize our foreign affairs in a presidential campaign.

I heard that the new prime minister of Spain has indicated a preference for Kerry. The same prime minister that owes his election to Al Qaeda. If Kerry is not careful, he is going to encourage them to take a shot at influencing our election. September and October are going to be potentially dangerous months in the U.S. New York City is going to look particularly inviting to them during the convention. I am also concerned about the Olympics.
