The recession started in March 2001 on Bush's watch.
True the Naz had fallen a lot and dot-coms were crashing but Bushies compounded the pressure on the techs by favoring polluting industries, the war machine and urging on the phony energy crisis. Also, despite actually losing the popular vote and (we know) the election, Bush-Cheney acted like they'd won a mandate and started throwing cold water on every New Economy, progressive, global cooperation initiative out there. The attack on California's economy alone brought the entire US economy to one knee. After all, California is the main engine in this country. But Bushies tried to transfer that power and money to Texas, while blaming it all on Clinton, Gore and Davis of course. The latter trick was Ed Gillespie's specialty, paid for by the GOP and Enron both working together.
