Exactly, Al Qaeda can be broken the way the mafia was broken.
True, it is an international problem in a way that organized crime has traditionaly has not. That is just a change in tactics, not in concept.

It may also be that warfare and anti-terrorist actions have to be combined at times. Defeating the Taliban may have been necessary to stop their basing of Al Qaeda, but it is a grave mistake to confuse the warfare necessary to change the Taliban's policy from the act of catching the terrorists. This is an area where the administration has confused itself because it lacks the languange skills to distinguish between the different situations and goals.
