Bush was warned about 9-11 type attacks and did nothing. The President gets the intel first, don't blame it on congress. Besides, congress is run by Tom Delay a close Texan pollution lobby crony of Bush-Cheney's. And where was Condi Rice and Rumsfeld on this? The fact is Bush was warned and did nothing. If this had happened on CLinton's watch you guys would be howling for impeachment or worse.
