If we were facing homegrown terrorism, I would have no problem with telling the rest of the world to piss off.

But the terrorists we face come from other places, and ideally we would like to stop them before they get here. To do that we will need the cooperation of other nations.

With respect to some place, like Afghanistan, Iraq, and other pariahs, we can simply barge in and help ourselves. But that isn't really practical with most countries.
