Toronto can rationalize the cost because:

1. It is NITBY (not in their backyard), so politically acceptable.

2. they don't have too many other politically acceptable places to put it. everywhere else is prime development land, or farmland. Large glacial gravel dumps are protected moraines.

3. they are farming out the cost to private enterprise and taking overtax back, so they can afford it.

4. Michigan would not take the garbage. The Canadian group paid bigger bribes.

5. they can no longer throw it in salt mines or Lake Ontario. (salt would at least kill the bacteria and purify the water leachant)

6. Toronto is going to load the cost down on someone else. Other Ontario taxpayers.
