There is reason to claim the group Alpha 66 as terrorist. They plant bombs in hotels and tourist resorts and perform assasinations. They are based in the United States.

No, understanding the distinctions between an organization like the Taliban, and and organization like Al Qaeda is essential to dealing with them. Perhaps it is valid to lump them together as evil-doers, but to lose the distinction between the nation-state of Afganistan and the roving crime family of Al Qaeda has cost the world more than 911 days in bringing justice to the crime.
