Yes, there is. Terrorist are people who plan and/or commit terrorist acts. People who "harbor or enable" terrorists are, well, people who harbor or enable terrorists.

You can say that the second group is just as deserving of punishment, but you can't say they are the same. Pakistan comes to mind as a member of the second group.


OK...but I am trying to distill the essence of all this precision. What are you guys trying to say that is practical here? Taleban harbored AQ...if you and I were harboring criminals who killed and maimed AND intended to do so again, we'd be criminals too. That's what I am saying. I mean, I understand the pre-cursors that even led to the existence of the Taleban. But post 9/11, how the US dealt with Taleban was to go through a fairly patient process of warning and demands for turn over of AQ and BL. What should it have done differently (besides losing track of them and getting involved in a major distraction called Iraq)?
