Al Qaeda had bases in Sudan. Under pressure, the nation-state of Sudan expelled Al Qaeda. Would we be better off if Sudan had been bombed and occupied into even more of a disaster than it is now? I doubt anyone after 9/11 had the luxury of negotiating too long with the Taliban, but considering the performance leading up to the next war I wonder if there was even a serious effort to get Al Qaeda without a war. TP
