It is when a senator "meets" (s) with foreign leaders alone on his own behalf that concerns us.

You did not say what your concern is. Any American can meet with any foreign leader, can't they? YOu do not have to be a Senator or a Congressman to meet with a foreign leader. Besides, nothing prevents a foreign leader from saying things like what Kerry claims.

On the issue of Kerry calling the PM-elect or issuing a congratulatory statement. In what capacity should he do so publicly. Shouldn't the President call instead? Besides, Kerry is a smart man. He knows that the PM-elect had campaigned on the issue that if he was elected PM, he would campaign for Kerry. After he is sworn in, you think he is that stupid to come and campaign for Kerry?
