Its relatively scattered because most of the alternative fuel efforts don't make economic sense.

Plus, some of the companies with the biggest R&D don't have the proper motivation......like GM. Ford just announced they have to buy Toyota's hybrid motors

Since such motors aren't a money making proposition at this point I hardly see the point in requiring every company to develop their own. Toyota has a pretty good design there is no reason for GM not to buy it from Toyota for such a low volume product. Once hybrids or other alternate vehicles become mainstream then it will be worth it for companies to spend billions developing and enhancing their own designs but that won't happen very soon.

Gov't can oversee and direct the process and provide a system of rewards to encourage substantive progress. Gov't can also impose conservation efforts to help us get to self sufficiency faster.

Yes government can reward or even mandate efforts that don't make economic sense. It doesn't have to provide products to meet a demand it can just order whatever it wants.

I didn't post it but yes, we need a national energy policy. The private sector has failed us on this issue.

The private sector hasn't done what you want it to do, so you call this failure and want the government to order it done, or at least bribe people in to doing it.
