I wouldn't blame it on Congress or Bush. The warning wasn't specific enough to be of any use. A Pres. Kerry, Gore, Clinton wouldn't have been prepared for 911 either.

If this had happened on CLinton's watch you guys would be howling for impeachment or worse.

Actually on Clinton's watch there were numerous attacks on American targets. Over 200 Americans were killed in these attacks. The attacks included an attempt to bring down the WTC. Furthermore, the 911 attack was years in the planning and implementation. By the time, Bush took office most of the 911 participants were in the US receiving training.

Let's fill in the blank: If Kerry had been sworn in as President in 2001, the 911 attack wouldn't have happened because ______________. Now fill in the blank if you can.
