Most counter-terrorism is high-level law enforcement and intelligence, along with surgical special ops "wet" work and diplomacy. If you do use military to combat terrorism you have to know exactly where you are hitting. Israel is the perfect example. They know how to fight terrorism and it all starts with backalley intel, CIA/FBI type police work, snitches, bribes, torture and double-crossing. You also need the Richard Marcinko type operators to go in and waste certain targets. Drones are useful too. Occassionally a well-aimed bomb or cruise missile. Most important, we need great cooperation with the international community.
