I think I know what you mean by unrefused US security. The UN by tradition do not have their people armed. They do not take sides in a conflict. They go in only when invited or under agreement with the local authorities. I am not sure if they would accept someone escorting them with rifles etc. There has to be some semblance of law and order and security established in a broader way. And with the US in there, there is an expectation that the US guarantee general safety and security.

Peace keepers and humanitarian personnel and troops with battle gear protecting them is not what the UN is about. Sistani knows very well that anti-US sentiments which are rampant now will cease once the US reduces their presence. And that is why he has requested the US to pull out and the UN to come in.
