Iraq is a negative in the sense that al-Qaeda can use it as a very effective recruiting tool.

Of course, Iraq is a negative in other ways too -- the cost in terms of money and human lives, the loss of focus in dealing with terrorism, the loss of allies (Spain is out, and Poland is now shifting a bit), and the loss of respect in the international community.
