That's a function of State law. I don't know what the laws of CA are regarding a person obtaining glasses at taxpayer expense. Fill me in.

They need insurance, which they can't afford and won't purchase..

It's a condition of getting a driver license. For a period of time they must have insurance. That's a period of coverage.

I don't believe this is a solution.

Depends on what the objective is. If the objective is to boot out an illegal it's not a solution. If the objective is to make the roads of CA somewhat safer and collect some revenue, it's a partial solution.

If an illegal is caught driving, his car should be impounded and he should be sent back.

I've had the impression that there is some legal problem with that approach, but I don't understand it and I don't know whether it has a basis in Federal or State law.

But let's suppose that you can do that. I imagine that anyone caught without a driver's license immediately goes into custody until it can be determined whether or not the person is illegal. If you've lost your license or it's been stolen and you're in an accident, you're thrown in the slammer until it's all sorted out. Maybe that's a problem, maybe the citizens are happy with that approach. Of course there's a cost to the taxpayers but they're happy spending that money, knowing that the illegal will be expelled and return to the US within a month or so.
