The beef is a about the message the Spanish sent to Al Qaeda with their democratic election: "We give up. You want us out of Iraq? We're out. Please don't bomb us again."

Nothing their PM-elect has said about definitely pulling Spanish peace-keepers out of the "disaster" of Iraq, has contradicted the election's message of appeasement.

I think you and many others are misreading this.

It's not about pure appeasement, it's about opportunistically sticking it to the US, something the majority of European Socialists would like to do. If the prior administration's support of the US can be blamed for the attack, and other diplomatic measures can be taken (such as pulling out troops, or otherwise proclaiming publicly opposition to the US being in Iraq), I can assure anyone that no more Al Qaeda terrorism will take place in the country, and as a pleasant side effect the US can be diplomatically hurt as well, a win win situation.

There may well be further "problems" with muslim immigrant populations down the road (a separate issue), but I can assure anyone that socialist countries that proclaim loud and clear opposition to the US (and to Israel) will not be bothered with by Al Qaeda.

Al Qaeda is not particularly interested in killing Europeans. They're interested in killing Jews and Americans. They will only kill Europeans as a tool to stir up anti Americanism or as punishment for supporting the US.
