thanks.. my take is they are looking for specialists only. not a open draft.It appears they already have it in place and are writing plans for a different type of specialists but not draft in place just procedures.

"Richard Flahavan, a spokesman for the Selective Service System, told the Seattle Post-Intelligencer that the planning had begun last fall after manpower planners at the Dept. of Defense discussed the continuing need for soldiers with specific technical and linguistic skills. "They thought that if we have any kind of a draft, it will probably be a special skills draft," said Flahavan.

The agency already has a similar plan in place to identify and draft health care specialists, in the event that a crisis makes the move necessary.

But Flahavan stressed that Congress would have to authorize such a targeted draft, and that there is currently no plans to do so.
