I just thought that the expression, drain the swamp, meant to wipe out terrorist lairs wherever they were and their support systems, as opposed to capturing and prosecuting individual terrorists.

It does. I went back and reread Krauthammer's article, and I believe he was using it in the larger context. No one has any argument that the Spaniards won't go after terrorists in Spain. Thats a foregone conclusion.

But if you read it differently, so be it. Not worth arguing about.
