Who is the audience?

The American electorate.

We will see more and more vicious attacks in Iraq targeted at coalition forces, terror in the coalition's backyards, and perhaps terror in the US as the election nears. The purpose is to make sure Bush loses as the Dems attack his Iraq policy on the ground that it has resulted in unanticipated and unacceptable blowback. They want a more malleable President.

I think that AQ sees Bush as an anomaly, the one President who took the fight to them. He has inflicted substantial damage to AQ. They want someone who will pull out of Iraq, leave Afghanistan to its own devices, stop putting enormous pressure on Pakistan, and let the Saudis go back to business as usual.

Bush is a deadly enemy and a known quantity. Kerry is correctly perceived as a waffler and a weakling, a Clinton with a more sonorous voice. They expect him to ease up on them which, of course, would be very stupid.

Four more years of Bush is unacceptable to AQ. They may get fatally wounded if Bush is re-elected. A lame duck President has a lot of latitude in what he can do. I have no doubt that he would use it to inflict serious damage to the terrorists.
