It is distressing, though, to see civilian engineers or aid personnel killed for lack of protection. It's asking too much of civilians to work under those conditions.

Getting back to your risk analysis hobby Karen, the vast majority of civilians go about their days without getting killed. You can't accompany every engineer going to fix a pothole with a platoon of Marines, just in case.

In any case, there are roughly double the number of "troops" in Iraq today than there was last year. Iraq now has over 100,000 police and civil defense personnel to complement the over 100,000 US troops in country, plus coalition forces. Having more troops does nothing to protect against someone driving a Toyota packed with explosives into a hotel.
