It would probably blow up trillions in derrivatives unless the change was expected. I fully expect a bias change first but even that would probably F these markets big time fast.
I also contend it would stop housing cold! It certainly would put an end to refinancings.

As for fiduciary duty, .... that is too funny.
Greenspan has not shown any since 1995. That is a trend hard to fight. Why would he change now. His goal is to get the F out of dodge and hope someone else takes the blame for his stupidity.
